Iphone will not charge!! Even with replacement battery!?

So i have the iphone 3gs and it will not charge at all. Doesn't matter if I use the power outlet on the wall or my computer. It also won't charge on another charger but my charger works on other iphones so I know the problem lies with my iphone. I bought a replacement battery and changed it and so it's working for now because that battery was full but once again it will not charge on my charger or anyone else's. When I try charging it on my macbook it says "A USB device is currently drawing too much power, the hub to which it is attached will be deactivated" And it won't charge at all on the wall. My warranty is up. Anyone have ANY ideas on what it could be?

Sounds like a malfunction of your phone's power circuitry, causing it to draw too much power.
